Why the payout is unavailable
Syria used to be under a comprehensive US sanctions regime, and it entered our refusal group on the same basis as Iran, Cuba and North Korea.
That basis has gone. Executive Order 14312 of 30 June 2025 revoked the six orders on which the Syria sanctions programme rested, and from 1 July 2025 it ceased to operate. The corresponding regulations were removed from the Code of Federal Regulations on 26 August 2025. On 24 August 2026 the State Department rescinded Syria's designation as a state sponsor of terrorism.
Restrictions on particular people remain: some individuals and entities were moved to other authorities, and the seller still has to be checked.
We have decided not to work with Syria for now. That is caution, not obligation, and we prefer to call it by its name rather than hide behind sanctions that have been lifted.
Separately: Syria remains on the FTX list of jurisdictions with no payout provider available. That is a question apart from our decision, and one we do not influence.
What you can do now
Check the state of the claim in the claims agent's public search, by FTX Customer Code, with no portal login.
Close out identity verification and tax forms. They depend neither on a provider nor on us.
Approach a different buyer. Since there is no prohibition, somebody else may view the risk differently, and it is worth checking. We are not the only ones buying FTX claims.
Our decision may change. If it does, this page will change with it.
I am from this country. What do I do?
- Check that the claim is allowed. The claims agent runs a public search that takes an FTX Customer Code with no portal login.
- Close out identity verification and tax forms if they are open. They do not depend on a provider, and nothing works without them.
